About:24-Hour Visa-Free Transit

24-hour permit

I am a US Citizen flying from US to Nepal (via short layover at Guangzhou airport) and returning Nepal to US via Guangzhou with a 15 hour layover between connecting flights. Do I qualify for the 24-hour permit so I can leave the Guangzhou airport during my 15 hour layover before flying back to the US?
