I‘’ve family visiting me in Beijing in summer and I want to be certain I’m advising them correctly.

In the scenario where they arrive in BJ with visa free travel, they would not be permitted to visit Shanghai, correct?

That's right. The 72h visa-free policy only allows you to stay in Beijing, and the 144h visa waiver enables you to travel in Beijing, Tianjin and Hebei Province.
