About:144-Hour Visa-Free Transit

Visa inquiry .Hello,I'm italian citizen

Travelling from Milan-moscow(3 days) moscow -Shanghai(3days) shanghai- milan(via moscow 3 hour layover) do I apply for the 72 hrs free transit in Shanghai? Or do I need another entry permit

You do not qualify for transit without visa because Moscow-Shanghai-Moscow isn't a transit. You need to get a visa in advance.

I went to the consulate and they told me I don't need visa just the confirmation of the flight

The consulate is wrong. If you have doubts, you should contact the immigration office at the port of entry and not the consulate.

1) Milan > Moscow > Shanghai > Moscow > Milan - Not Ok
2) Milan > Moscow > Shanghai > Milan - Ok.

My guess is consulate was looking at #2. Sadly stop in Moscow, even if it was same plane, means Visa required.
