getting tourist visa from minnesota

How do I get a tourist L if I live in Minnesota?  Chicago is 8 hours away and I don't know anyone who lives there to drop off the documents and you don't accept mailed applications?

First, you need to provide a filled-out application form affixed with a passport-style photo, your passport and its photocopy, round trip air tickets and hotel reservation. Then, go to the consulate in Chicago in person to submit the application or find someone else to do that on your behalf. The mailed application is not accepted.
