About:Overstaying in China & Penalty

What if I can't pay the fine?

Overstayed about 2years, going to the embassy first to help with handing in to police, but I've run out of money and being told I have to pay a fine to the police, what's going to happen if I don't have the money to pay?

That is up to the police to decide. Some people were eventually let go after detention but others were held until their family or friends could pay for them. Also they may not let you leave the country even after your release. A ¥10,000 fine is not that much, frankly speaking.
