To apply for a Chinese visa from USA, it will cost USD140 per person, so I'm afraid you cannot get the money back after you getting the visa.

Why do you think you should get a refund?

You can't seriously expect the consulate to give you a refund just because you did not do your homework before applying for a visa. I'd suggest you to leave it where it is and use the visa for entry instead of getting the 144-hour transit.

If you are going to be in 2 cities in China then you probably need a visa anyway.
