Battery Storage device size limits

I have a power cell for charging my various cameras and devices. It says on it that it is 20,000mAh 3V
Is this permitted and how does the calculation work?

Yes, you can bring it. The power bank and battery are only allowed to be put in the hand luggage and it should be no more than 20,000mAh.
