Niger republic

How are you today? I will would like to know if is possible niger citizen holding chinese company and working permit can apply for (m) visa in laos?

Thanks By the way I’m here In Cambodia and tried to get the (M) Visa they told me to go back in my country to apply for it so I’m looking forward
