About:Potala Palace

Time at potala palace

I was reading about potala and the time allotted to every visitor being 1hour only. I would like to know if this one hour includes the climbing of the 1000 odd steps or once you enter into the palace quarters?

As I know, it starts from the check-in counter when you arrive in the hall, which is after climbing the steps.
