i have got my work Z type with long term duration on it

1.where do i have to apply for the temporary residence permit, is it in lama temple (visa section) or the police station ?

2. If anyone get the visa, for an instance, i get it on Jan 15th when do i have to start to work ?

can i start to work from February 1st ? officially when it will counts ?
