About:China Railway Map

If I start from North Peak Cable Car and descend from West Peak Cable Car,

do I need to climb up the Heavenly Stairs or walk on the Plank Road in order to get to West Peak?

No. Heavenly Stairs and Plank Road are all optional parts for visitors who are interested in them. You do not need to take them if you do not want to.
