I plan to apply a position which will transfer to another function in the same company.

As the existing position is not very stable and will likely outsource after 3 years. My new house will be ready in 4 years time so I need a more stable job. How high is my chances to get this position and my interview success in this year ? And whether suitable to change job now ? I am born in 1974 Tiger
