No, there is no train service. Actually, the rail roads between the two places are under construction and will be finished in 2020. And I'd recommend angelie hotel to you which is within 5min walking to the entrance of Jiuzhaigou. Note: The valley now is closed because of the earthquake in 2017, and some parts may reopen within 2018. You are suggested to pay close attention to the news.
