Where to submit visa due to address change

Hello. I move not too long ago. My address on my passport is Massachusetts, but I am currently residing in South Carolina with a SC driver's license. Would I still able to apply for a visa? If yes, which embassy or consulate should I go to: NY or DC?

Go to the DC embassy. The address on the passport is for emergency only and is not a proof of residence.
