About:240-Hour Visa-Free Transit

Im flying to Shanghai feb 24 and stay there for 1 night then I will take a cruise

The cruise ends up in Singapore but none of the destinations need a visa. May I apply for the 144 permit if I don't get a visa to a third country? Also my cruise makes a stop in Hong Kong

Yes, you can still apply for the 144 hour free transit even though you don’t need a visa for a third country.
