Fresh cut roses 100+stems for check in luggage

Hi! In Kunming China, am I be allowed to check in luggage containing 100+ stems of fresh cut roses? Should I declare it to customs? Is there any violation by doing it?

Well, according to the policy, you can bring these flowers. But you need to declare them at the custom.
