My son is transiting from Cebu to Montreal in Shanghai

will he need to apply for 24h visa or can he just wait inside the airport for his next flight ?

It's not a visa so there's nothing to apply for. If his passport and route qualifies he will be "in transit without visa" and should tell the carrier this on check-in and boarding.
