About:72-Hour Visa-Free Transit

Frankfurt-Beijing-Shanghai-Beijing

Hi, is Shanghai considered as ‘leaving’ China in the context of applying for 72/144hrs Visa in Beijing on both stays in BJ?

If you travel like that, it is not a transit.

Shanghai is a city in mainland China. Leaving china isn't part of the rule either. Rules are for a Transit Without Visa. For 74/144 hour TWOV you need to continue directly to a third country.
