About:Haikou Meilan Airport
Traveling from Toronto to Beijing (3 hour layover) and then on to Bangkok, will I require a 72 hour?

You are actually eligible for 24h visa-free transit, so there is no need to use 72h visa-free poliy. No visa is needed either.
