My friend from Uganda has a tourist L type and his Chinese boyfriend  is proposing to marry her and stay with her in china without going back to Uganda, do you think she can be allowed to stay and process everything for her in china but on tourist visa

It is possible. She can get married on the tourist L type. Afterwards, she can try to convert the tourist L type to a spouse Q1 type at the exit and entry administration of the local PSB. And then she can apply for a residence permit to stay in China.
