LHR - PEK - HND and return

My son is visiting me and my wife in Handan, Hebei in April next year then he will go onto Japan. If the 144 hour Visa Free Transit in Beijing, Tianjin and Hebei is up and running by then will he qualify for it with the following schedule. By my reckoning he will be in China for 15 minutes short of 144 hours.....
20th April 2018 Arrive PEK 13:05
26th April 2018 PEK – Tokyo, departs 12:50
6th May 2018 Tokyo – PEK, arrives 11:20
6th May 2018 PEK – London, departs 17:05
