Can someone get a Chinese visa for a family member living in another jurisdiction

My brother living in Southern California is getting Chinese entry permits for a family trip this next year, but we live in Northern California. Is he still able to get entry permits for everyone from the Los Angeles Consulate Office including me?

Also, is a standard passport photo acceptable for the Chinese visa? I heard it must be 48mmx33mm in size.

Hi, you and your families need to make the application from the consulate in San Francisco. So you cannot ask your brother to get the result for everyone from the Los Angeles Consulate Office. You are right that the photo must be 48mmx33mm in size.
