Where to get Japanese visa in Xuzhou for international student, if it's possible?

Hello! I'm an international student from Kazakhstan, have Chinese entry permit (residential permit) till september, 2018. Is it possible to get a tourism Japanese one in China?
I plan to stay there for about 1 week. Should I ask travel agencies? Is it possible to make it without any guarantors, just with a tour program, tickets, hotel booking, and other documents? And if travel agencies won't be able to help me, theoretically, in which Japanese embassy should I go- in Beijing, or in Shanghai, because I can't find information about where does the Xuzhou belongs to. It's possible to get a tourism Japanese visa in China without any guarantors. You can contact an appointed travel agency to make the application.
