Do I need 24 TWOV or Chinese Visa during transit and depart from different city in China

Hi I am Indonesien citizen flying with China Eastern from Tokyo to Singapore.
I arrive at Honqiao Airport and have to depart from Pudong Airport ( lay over 6 hours )
So that is mean, I have to exit from Hongqiao airport and going to Pudong Airport ( other city )
If needed to apply 24 TWOV , can be apply in Hongqiao airport ? and how long it takes ? do you think 6 hour is enough time, or would having a regular chinese entry permit make it quicker to pass the immigration?
