Thai transit in Beijing from US flight ...???

My Thai friend is looking at flights to Bangkok from the US. PEK is a good airfare option for flight connection to Bangkok.
Thai has US tourist visa. Has had 3 prior China tourist visas issued by the China Embassy in Bangkok. None now.
Can the Thai get 24 hour transit visa on arrival at Beijing?
Can the Thai leave the airport to stay in nearby airport hotel for one night?
Many of the US flights arrive in PEK late and few transit flights to Bangkok available.
Can a Thai obtain a China tourist visa while already visiting in the USA?

Well, a visa is needed for your Thai friend, since the 24h visa-frere transit doesn't suit for his case. And it is doable to apply for one in the US. Ask him to get it at the Chinese embassy or consulate. Apart from other documents, the US tourist visa will be needed during the application for a Chinese visa.
