Do I need an ARC for a Chinese tourist visa?

I am a US passport holder visiting Seoul and I want to go to China. Is it possible to get a Tourist visa to China without an ARC card?

Hi, I'm afraid you cannot get a tourist L type to China in South Korea without an ARC card. You are advised to make the application from your home country or other countries.
