I think you need to apply at the time you buy the ticket from the ticket office directly subordinate to China Southern Airlines. You need provide relevant documents like passport and visa copy, student ID or admission letter etc. Maybe online booking agency is possible as well, not sure. Maybe it is better to contact the airline directly for this booking
