24 hours direct transit at Shanghai Pudong Airport

Hi,
I am travelling from USA to India while China (Shanghai Pudong Airport) on a Indian Passport
I have a stopover of 8 hours, can I get a 24 Hour direct Transit and go out of airport to visit the city using the bullet train.
Also, if I can get it, please let me know if I need to apply for the visa in advance or I can get it upon arrival.
