Train travel between provinces

Is it possible to travel on the trains from Beijing to Xi'an on a 72 hour free transit?

No. The 72 hour policy only allows the traveler to transit in one Chinese city, and it is only applicable to flight travelers. You are advised to apply for a visa for that beforehand.
