About:240-Hour Visa-Free Transit

BOS-->PVG-->HKG-->BOS

My mom is planning on coming to Shanghai to visit our family. Is it possible to do the 144 hour visa on arrival from Boston to Shanghai to Hong Kong and then back to Boston?
