About:Overstaying in China & Penalty

Enters Shanghai on Oct 28 w/ 14d visa then on Tibet tour ending Nov13 at the Nepalese border

Given that, it's total 17days. Will this be okay exiting China but still on tour?

No. You are supposed to leave the country before the day that your current 14-day visa expires. Otherwise, you will overstay your visa in mainland China, and you are not advised to do that.
