How should I go to Henan university of science and technology, luoyang from Imphal Manipur, India?

Well, there is no direct flight that operates between these two places. Thus you are advised to fly from Delhi Airport to Guangzhou Baiyun International Airport first. Then transfer to the flight to Luoyang Beijiao Airport. Upon landing, if you wanna go to the Xiyuan Campus of the university, the distance is around 10 kilometers. For your convenience, just take a taxi to there. The cab fare is around CNY 20 in the day time.
