You can take a flight to ZJJ first, which takes about 2h 30 minutes. After arrival, you need to take a taxi to Central Bus Station, from where you can take a regular bus to Wulingyuan, and it takes about 50 minutes, CNY12.
After arrival, you can take another regular bus to the Scenic Area, which takes about 40 minutes, CNY15.
