24 hour direct transit,do you have to be with an organised tour?

When arriving into Shanghai by cruise ship for less than 24 hours can we leave the ship ourselves for a look around or do we have to be with an organised tour?

Ken, if you qualify for the 24 hour direct transit there, you can leave the ship and travel around on your own.
