Can I submit to permanent resident in China

Hello!
I got married to one Chinese girl since 2007.
My question is, can I apply for permanent residence here in China ?
If yes , how to do that?!

If you have lived in China for 5 years in a row and the annual stay is no less than 9 months. Also, you have stable and secured living status and place to live in PRC. You can apply for the permanent residence permit.
You should first prepare the completed application form, 4 recently-taken passport-style photos, passport, physical examination report, non-criminal certificate, and the Chinese ID card of your wife, marriage certificate and certificate of house leasing or property right, as well as other documents the consular officer consider necessary. Next, submit the application to the exit and entry administration of the local PSB.
