Layover in Shanghai for 15 hours. Philippines-Los Angeles.

My aunt who’s a Filipino citizen is flying from Philippines to Los Angeles with a 15 hour layover in Shanghai. Does she qualify for 24H visa free transit? She also plans on doing a day tour.
