About:China Visa Application in USA

3 day stay with 17 hr layover a week later

I will be staying in Bejing for 3 days in May 2018 (in from the US, out to Japan). Then a week later I have a 17 hour layover (in from the Japan, out to the US) where I will be getting a hotel room and plan to revisit the city for the day. Will I need to apply for a double entry tourist L? Or would a single entry work and then the layover would count towards the 72 hr rule?

Nikki, do you mean you will travel like US-Beijing(less than 72 hours)-Japan-Beijing(17 hours)-US? If yes, you don't need to apply for any visa for you can enjoy 72 hr free transit and 24 hr direct transit respectively in both ways. Nice trip!

Yes. Each trip will be less than 72 hours, but combined will be more. Both times I will be arriving and departing to different airports.

You can use free transit in both directions,no visa will be required then. No need to worry!
