Public bus from Harbin West and East Railway Station to Kazy Youth Hostel

East station: you can take metro line 1 to Yanchang and leave from Exit 2. Then take bus 105 to Gaoyi Street, walk east along Da’an Street for 3 minutes and turn right, walk for 2 minutes more, you will see your hotel. It takes about 20 minutes and CNY3. Or you can take a taxi there, and it takes about 10 minutes, around CNY20.

West Station: take metro line 3 and transfer to line 1 at Yidaeryuan, and get off at Heilongjiang Daxue from Exit 3a, walk north for 1 minute to Fuzhuangcheng bus stop to take bus 114 and get off at Tongjiang Streer, walk south along Tongjiang Street for 5 minutes, you will get to your hotel. It takes CNY3 and about 25 minutes. If you take a taxi there, it may take CNY25 and about 10 minutes.

The signs and broadcasting in metro stations are both in Chinese and English, but the signs of buses and bus stops are only in Chinese as I remember. May help!
