About:Chinese Embassies and Consulates

Which consulate?

To obtain my visa, does it matter whether I go to the more convenient nearest Chinese consulate (LA or SF), or do I need to go to the the one which services my state of residence (NY)? I am currently on the west coast, and I am on a ship leaving from the west coast in 2 weeks.

You need to make the application from the China embassy or consulate in your residence area. You cannot do that from other consulates.
