Should I get visa to go outside the airport?

I am traveling to India on NEW ZEALAND passport. There is stay for 19 hours at Shanghai airport.

You don't need to apply for it for you can use 24 hr direct transit, but you need to apply for a free temporary stay permit at the immigration office at the Shanghai airport to explore the city.
