will the ice and snow festival be ope on the dates 20th to 23rd December 2017. if open will all the sculptures be done and available for viewing?

There is no exact official news, but as per routine, it will run the trial operation during the mentioned period, and the ice and snow sculptures will have been done. You can visit for sure. By the way, the festival will officially open from Jan. 5 to late Feb. 2018.
