Xian North to Bell Tower Hotel

Will I be able to get a taxi around midday (28/9) to accomodate 4 adults, and how much is it likely to cost?

Of course you can. Many taxis will wait for passengers there and a car can accommodate at most 4 adults. So you can take one and it costs CNY40 or so to your hotel. Do ask the driver to charge by meter.
