Are kunming subway line 3 and 6 in full operation as of 9 Sep 2017?

I'll visit the city from Bangkok in upcoming Oct but not sure which info is the most update. Can I simply take the metro from Dongfeng square (connected with airport link line 6) directly to Western Hill scenic area (Xishan) as of Oct 2017? Thanks!
