Can I process my Z type in Cebu even though I from Cagayan de Oro?

Good day. I am from Cagayan de Oro City. May I ask if can I process my Z type in Cebu? thank you.

Hi, you need to make the application from the China embassy or consulate in your residence area. You cannot do it in other places.
