I cannot ride a bicycle but my hubby can. Do the public bike in Hangzhou offers 2 persons bike?

I found someone said there are tandem bicycles near Bai Causeway and Broken Bridge, but they also mentioned that it’s not allowed to ride tandem bicycle around the Lake.
