Time required for visa to Hongkong 5 days conference

My son Namit Bhasin had to attend a conference at SIBR in Hongkong... what's the time of process??Is there any way of early visa as we are already late to apply...Pre arrival registration is rejected and embassy has asked to apply directly??Date of conference is 30th September 2017
