About:Chinese Embassy in Mexico

Philippine passport holder currently working in Mexico , and have job offer in Taiwan.

I am Philippines passport holder currently working in Mexico, and I have a job offer in Taiwan.
Can I apply a working visa in China Embassy in Tijuana, Mexico?
Can I submit also my documents for authentication in China Embassy in Tijuana, Mexico?
