Flying from Seoul Korea-Beijing China-Fukuoka Japan

Want to visit Beijing on a 72 hour free transit ICN-PEK-FUK. However my flight from BJ to Fukuoka has a connection in ICN. I'm not laying over or stay in ICN just connecting. Will I qualify for a 72 hour visa?

Oh, I am sorry you don't qualify for the 72h visa-free transit. If you wanna leave airport, do apply for a transit visa in advance.

Thank you. Is the reason I'm not qualified because of the connection in ICN on the fly from PEK to Fukuoka? If I travel Seoul to Beijing to Japan with no connection would I qualify for the 72 hour free transit visa? Thank You

Yes, you understand it correctly. It regulates that the departing and arriving places should not be in the same area/country. If you go with Seoul - PEK - Japan, you can use the 72h visa-free transit.
