About:144-Hour Visa-Free Transit

Schengen

Hello,

I´d like to avoid the standard visa cost for a 4-day visit in Shanghai. Does the Schengen region count as one single country?
The flight would be:
Germany - France - Shanghai; Shanghai - Netherlands - Germany

That's fine. France and Netherlands are different countries.
