No, the ticket for Buddha is CNY90 while for boat is CNY70.You can choose either of the options, since both allow you to enjoy the Buddha.

As I know, they are the different places. The boat ticket office is near the crossing of Binghai Rd and Yanguan Street, and the Buddha ticket is in the Northeast Gate.
